Tom Kibasi, the Chair of West London NHS Trust (WLT), Central and North West London NHS Foundation Trust (CNWL) and Central London Community Healthcare NHS Trust (CLCH)  will be standing down with immediate effect to take up a newly created position of Executive Director of Strategy for NHS England.


Tom was appointed as joint chair for the three trusts in 2023. Tom’s career spans the private, public and not-for-profit sectors and until recently worked in biotechnology. 

A lot of progress has been made in the last 18 months to establish closer partnership working through the Provider Collaboratives in community and mental health services that involve the three trusts, and the full implementation of a board-in-common that meets three times a year.

Commenting on his change of role, Tom Kibasi said: “It has been a great honour to chair West London, CNWL and CLCH trusts. Together they have made strong progress on improving the quality and efficiency of services.”

“I have nothing but admiration and respect for our staff who do their best for patients and work tirelessly to improve care. My enormous thanks goes to colleagues across all three trusts for all their hard work, help and support over many years.”

West London Vice Chair Dr Mohini Parmar will assume the role of chairing the trust, as will her counterparts at CNWL and CLCH, whilst the process to find a replacement Chair is completed.
