West London NHS Trust (WLT), Central London Community Healthcare NHS Trust (CLCH) and Central and North West London NHS Foundation Trust (CNWL) are pleased to announce the appointment of Tom Kibasi as our new joint Chair. Tom will take up his position on 13 November 2023.

The three Trusts have already established partnership working through the Provider Collaboratives in community and mental health services and intend to deepen their joint working in the future.

Tom will now oversee the creation of new shared governance arrangements for the three NHS organisations to facilitate more joined-up care in the communities they serve. All the Trusts are committed to maximising the benefits of closer working.

Tom has nearly 20 years’ experience in healthcare. He was appointed as the Chair of CNWL earlier this year, having joined the Board in 2016, chaired the Quality Committee since 2018 and been Deputy Chair since 2020. Tom’s career spans the private, public and not-for-profit sectors and he currently works in biotechnology.

Of his appointment, Tom Kibasi said:

“I feel honoured and humbled to have been given this opportunity to help the three Trusts realise the full benefits of closer working in the interests of the patients and communities we serve.

"As the ethos shifts from competition to collaboration, I’m excited to help innovation to spread by working closely with our partners in local authorities and the third sector. Together, we want to bring the very best of the NHS to all our patients, all of the time, no matter where they live.

"Our staff do phenomenal work often under difficult circumstances—it’s vital that we focus on their wellbeing so that they are well-supported to deliver high quality care for all. We have brilliant teams and strong local leaders, and I’m excited by the chance to support them.”

Penny Dash, Chair of NW London Integrated Care Board, said:

“I am delighted that Tom’s appointment further enhances the ongoing improvement of services for users, building on the successes to date led by the three community and mental health Trusts.

"His appointment will enable closer integration between community, mental health, primary and social care at the Borough level – a key focus on NW London’s plans to improve access to consistently high quality local services”.

Caroline Clarke, Regional Director for the NHS in London, said:

“I’m delighted to welcome Tom to this role. He has a track record of impactful collaboration and spreading innovation, and I look forward to seeing him bring this experience to a new leadership role. Closer working under a joint chair will support all three Trusts to bring even greater benefits to the communities we serve and staff that work in these organisations.”

Tom added:

“I’d like to express my thanks and appreciation to Angela Greatley, for her service as Chair of CLCH since 2016, and to Liz Rantzen, who joined the Board of WLT in 2013 and served as interim Chair since April this year.

"During this time, both Trusts have gone from strength to strength. Angela and Liz have made huge contributions to CLCH and WLT and they will be sorely missed.”
